Georgia Only Oil Refinery to Stop Processing Russian Crude by September
BLUFKulevi likely exits Russian crude by late September, removing the EU's primary justification for targeting the refinery and narrowing Moscow's options for placing crude on the Black Sea.
Black Sea Petroleum, which owns Georgia's Kulevi refinery, said in a statement published Wednesday that the facility will process only non-Russian crude oil starting in August-September 12. The company said it will replace Russian supplies with crude from Turkmenistan and Kazakhstan, a diversification plan CEO David Potskhveria first outlined in March 23. Kulevi, which opened in October 2025, processed more than 650,000 metric tons of crude in the first half of 2026 24. The European Union threatened in February to add the refinery to its 20th sanctions package, after which Brussels said it had received commitments barring sanctioned "shadow fleet" vessels from an adjacent Azerbaijan-owned port 2. Black Sea Petroleum also said it is expanding its automation partnership with Honeywell and plans to begin producing road bitumen and processing jet fuel in 2027 24.
