Lai calls for urgent passage of NT$1.25 trillion special defense budget during Army inspection

Taiwan President Lai Ching-te used a Friday inspection of the Army Infantry Training Command in Kaohsiung to press the Legislative Yuan for swift passage of the NT$1.25 trillion (US$39.6 billion) special defense budget submitted last November. The bill is stalled in committee as KMT and TPP majorities have tabled competing lower-cost versions. Lai called the package necessary and affordable, arguing it funds US-approved weapons systems plus mobile and precision munitions. Senators Shaheen, Curtis, Tillis, and Rosen urged the legislature April 16 to advance the supplementary budget, linking passage to Taiwan's credibility with Washington.

Analysis
The contest has already shifted from whether the supplement passes to which weapon classes survive it. The KMT-TPP majority is treating this as a negotiation, not a veto. There's a roughly even chance the final enacted figure lands between NT$600–800B, with cuts concentrating at moderate confidence on indigenous ammunition production and medium-range precision munitions rather than US-origin platforms, where diplomatic excision costs are highest. The Shaheen-Curtis-Tillis-Rosen intervention signals Washington has moved from preference to direct pressure, but passage before Q2 end remains only roughly even given the procedural minefield; the longer the timeline, the more Beijing reads the stall as strategic opening. The KMT, having extracted symbolic procedural concessions, may instead allow full passage on a floor vote before June at above NT$1T; that path requires the majority to absorb costs it has so far deferred.
