Operation PowerOFF seizes 53 DDoS-for-hire domains, exposes 3M user database; 21-country coalition

A 21-nation law-enforcement operation anchored by Europol, including Australia, Germany, Japan, Brazil, and the US, disrupted DDoS-for-hire infrastructure including VacStresser and Mythical Stress, seized 53 domains, arrested four and issued 25 search warrants, and obtained databases showing more than 3 million user accounts. Authorities are sending warning letters to identified users rather than prosecuting all of them en masse. The operation deliberately targets the bottom of the attack-economy pyramid where low-cost booter services enable the majority of sub-gigabit volumetric attacks against local government, schools, and small businesses.

Analysis
The operationally significant move isn't the 53-domain seizure but the 3-million-account database and 75,000 warning-letter dispatch, corroborated across three outlets drawing from the same Europol release, which converts a routine infrastructure takedown into a large-scale attribution and behavioral-intervention campaign that will compress the commercial booter market within months. What began as infrastructure interdiction has been upgraded to user-level attribution, and the signal to service operators is that customer databases are now intelligence product rather than collateral damage. Four arrests are negligible given booter market economics; ransomware and hacktivist groups that use cheap DDoS-for-hire as pre-intrusion distraction are very likely to see a temporary capability dip through Q2 2026, though Telegram-based rebrands typically reconstitute supply within 60–90 days.
