Former DRC President Kabila Forms New Political-Military Coalition With M23 Rebels in Goma

BLUFKabila's open merger with M23 under the FRN banner is likely to prompt formal Kinshasa legal or military action against the new front by mid-November, but the coalition's real test is whether it draws army defectors beyond the Kivus.

Former President Joseph Kabila launched the Front pour la Refondation de la Nation (FRN) at a Goma press conference on Monday, replacing the AFC-M23 alliance, according to Reuters 1 and AFP 2. Kabila heads the front, with Corneille Nangaa, Bertrand Bisimwa, Freddy Kaniki and Sultani Makenga as deputies, Reuters reported 1. Al Jazeera cited spokesperson Claude Ibalanky saying the group aims to end "tyranny by any means necessary, including the use of force" 3. An FRN communique issued Wednesday said the front assumes the AFC's Doha commitments 4. Kabila, sentenced to death in absentia a year ago, had denied backing M23, and Al Jazeera reported no official government reaction to the launch 24.

Analysis
Kinshasa is likely to issue an arrest warrant, sanction or other formal legal action naming the FRN or Kabila's leadership of it, or to announce a new military operation explicitly in response, by November 18, 2026. Confidence is high because independent outlets consistently report the front's structure and its stated aim of using force, and the government already treats Kabila as a rebel collaborator, though the wire-based reporting leaves the government's response thinly sourced. With Kabila already sentenced and sanctioned, any new action would target the front's structure and backers rather than him personally. Kinshasa may instead hold back, since the front changes little legally, and answer with rhetoric and continued eastern operations. If it acts, Doha and Washington mediators must decide whether the FRN remains the AFC's successor at the table, and regional governments must decide whether to isolate Kabila. Army defections would show whether the front reaches beyond the Kivus.
