US Proposes Demilitarized Zone in Donbas as Part of Peace Plan
BLUFKyiv is very unlikely to publicly accept a Donbas demilitarized zone by November 30, as the proposal demands territorial concessions Ukraine has consistently ruled out while offering incentives Washington cannot unilaterally deliver.
The Economist reported on October 22, citing Ukrainian officials, that a new US proposal would create a demilitarized zone in Donbas and have Ukraine drop its NATO bid in exchange for investment and EU membership prospects 12. Russia would be offered eased sanctions and partial restoration of ties with the West, possibly including resumed gas supplies and a Nord Stream restart 13. Reports give no zone boundaries, monitoring mechanism, or funding figures, and describe the terms as unofficial and unagreed 23. A source close to Zelensky's office told Meduza that Kyiv is ready for a ceasefire along the line of contact but will not give up territory 1. Putin said Moscow agrees to resume trilateral contacts but called Donbas "the territory of historical Russia" 1.
AnalysisConfidence is low because the reporting traces to a single Economist account, and the six secondary outlets mostly repackage it, with no official text, zone boundaries, monitoring mechanism, or funding figures. Meduza is the strongest outlet, but none is primary. The Ukrainian government is
very unlikely to publicly accept a US peace proposal containing a Donbas demilitarized zone by November 30. Kyiv says it will not cede territory while Putin calls Donbas historical Russian land, so a zone requiring Ukrainian withdrawal has no agreed basis. Washington also cannot deliver EU membership or lift EU sanctions alone, which weakens the trade offered to both sides. The leak may instead be a US signal meant to test both capitals, with the zone remaining a bargaining device. Trilateral talks reportedly planned for mid-November, or any Kyiv statement on zone geometry, would show movement. Acceptance would push European capitals to prepare monitoring, reconstruction financing, and a sanctions-relief position, while rejection keeps sanctions and military aid planning on the current track.
