Macron and Tusk unveil France-Poland nuclear deterrence cooperation, satellite pact at Gdansk summit

French President Emmanuel Macron and Polish Prime Minister Donald Tusk announced at a Gdansk summit Monday that France-Poland cooperation will encompass nuclear deterrence, military satellites, joint exercises, defense industry integration and shared intelligence. Tusk clarified Poland does not seek French nuclear-armed Rafale aircraft flying over Polish airspace, though nuclear deterrence cooperation will continue with negotiations ongoing. Airbus Defence and Space, Thales Alenia Space (a Thales/Leonardo joint venture, not Thales alone) and Poland's Radmor signed an agreement to develop a geostationary defense telecommunications satellite for Poland's Ministry of Defense, framed as part of the EU's Readiness 2030 plan, in the presence of French Armed Forces Minister Catherine Vautrin and Polish Defense Minister Władysław Kosiniak-Kamysz.

Analysis
The Gdansk announcements are the most forward-leaning public Franco-Polish nuclear signal since Mitterrand's Gare de L'Est comments, almost certainly calibrated to signal to Berlin and Washington that Paris can backfill US extended deterrence if the alliance frays. The Airbus Defence and Space/Thales Alenia Space/Radmor satellite agreement provides the operational substance, corroborated with direct conference quotes across Euronews and Notes From Poland, and gives Poland a sovereign MILSATCOM capability while reducing NATO's Baltic-contingency dependence on US Space Force communications. Joint nuclear exercise participation is likely within the coming months given current political momentum, though actual weapons-siting or sharing arrangements remain very unlikely before 2027, constrained by French doctrine and domestic public opinion. The rhetoric may instead be primarily domestic, a French strategic-autonomy signal for home consumption and Polish electoral positioning, given that French presidents have periodically floated nuclear cooperation without producing sharing arrangements.
