House Foreign Affairs Committee Passes Sudan Resolution Condemning Civilian Attacks

BLUFBipartisan committee passage notwithstanding, a full House floor vote within 90 days is unlikely, leaving the resolution a symbolic marker that pressures neither the Gulf arms suppliers nor the Trump administration.

H.Res.1179 passed the House Foreign Affairs Committee on May 13 by 44-2, according to a joint statement from sponsors Reps. Pramila Jayapal (WA-07) and Sara Jacobs (CA-51) and Ranking Member Gregory Meeks (NY-05). The measure calls for an end to external material support to both the Sudanese Armed Forces and the Rapid Support Forces, cites the State Department's war crimes findings against both parties and its genocide determination against the RSF, and urges a negotiated settlement. Meeks named the UAE and Saudi Arabia as active arms suppliers and called on the Trump administration to curb those flows and press for humanitarian access. The Sudan Tribune reported Sudan's government welcomed the resolution.

Analysis
The resolution is unlikely to reach a full House floor vote within 90 days; House leadership controls scheduling and the administration shows no appetite to condition Gulf relationships on Sudan conduct. Meeks naming the UAE and Saudi Arabia by name ties specific Gulf partners to arms flows State has linked to genocide, framing inaction as deliberate. The lopsided margin may instead reflect the low political cost of condemning a distant atrocity more than genuine congressional will to press those relationships. Khartoum's welcome, per Sudan Tribune, fits SAF's information campaign to internationalize the RSF genocide finding while deflecting equivalent scrutiny. Without a floor vote, the resolution is political signaling. A floor vote forces on-record positions the administration prefers to manage bilaterally.
