Ukraine Intelligence Reveals 18 of 26 Russian Oil and Stolen Grain Ships Face No International Sanctions

Ukraine's Defence Intelligence (HUR) published data on 26 vessels via its War&Sanctions portal on Thursday, reporting that 18 carry Russian oil, LNG, or agricultural products from occupied Ukraine without facing sanctions from any partner country 123. HUR grouped the ships into oil tankers serving Lukoil, Rosneft, Surgutneftegas, Novatek, Tatneft, and Gazprom; dry-cargo vessels using the occupied ports of Berdiansk, Sevastopol, Kerch, and Feodosia; and LNG carriers moving gas from the sanctioned SAAM FSU storage unit (IMO 9915090) tied to the Arctic LNG 2 project 12. Among the unsanctioned vessels, HUR named the bulk carrier LAMAR S (IMO 9154505) for repeated wheat loadings at occupied Sevastopol's Avlita terminal in 2026 for delivery to Syria, the general cargo ship NAYA FALCON (IMO 8033120) for transporting baking soda and wheat bran from Sevastopol to Egypt and Cyprus, and the tanker GREGAL (IMO 9378876) for links to UAE-based Cymare Navigation FZC, which HUR describes as affiliated with Russia's Sovcomflot 12. HUR called on Ukraine and partner nations to coordinate sanctions and detain violating vessels 12.
