Poland Releases Kazakh Military Diplomat Accused of Spying for Russia in Multi-Country Prisoner Exchange

Poland released Anuar Bakibay, assistant military attaché at the Embassy of Kazakhstan in Ukraine, who was arrested in July 2025 on charges of spying for Russia against Poland, NATO, and Ukraine. The diplomat was freed on April 28-29 as part of a five-for-five prisoner exchange involving Poland, Russia, and Belarus that also secured the release of Polish-Belarusian journalist Andrzej Poczobut from a Belarusian prison. Polish PM Tusk acknowledged the country had conveniently detained citizens of Russia, Belarus, and Kazakhstan for the exchange.

Analysis
Moscow accepted the risk of implicating a nominally neutral CSTO partner to sustain access to Ukrainian command circles, indicating intelligence priorities overrode alliance management. Tusk's acknowledgment that Poland had "conveniently" detained exchange candidates signals Warsaw was assembling swap candidates in parallel with the espionage arrests. The charges may have been manufactured for diplomatic leverage to free journalist Poczobut rather than representing a genuine counterintelligence catch. Sourced against a single Kazakh wire citing an unnamed official with no Western confirmation, Russia has almost no chance of acknowledging Bakibay as an intelligence officer within 90 days. Acknowledgment would burn Kazakhstani infrastructure at a moment Moscow is actively courting Astana. The five-for-five structure confirms a transactional channel between Moscow, Minsk, and Warsaw.
