ISW Assesses Gerasimov Made False Claims at Kupyansk as Russian Forces Record First Net Territorial Loss Since 2024

BLUFAlthough Russia's deception-driven planning is eroding its battlefield coherence, Ukraine remains unlikely to seize and hold a settlement of 1,000-plus residents before 2 July 2026, lacking sustained offensive mass.

The Institute for the Study of War assessed on May 16 that Russian Chief of General Staff Valery Gerasimov made a series of false claims about the Kupyansk direction during a visit to the Western Grouping of Forces, claiming Russian forces were advancing west toward Shevchenkove while ISW found they do not hold consolidated positions within Kupyansk itself. Pro-Russian milbloggers directly contradicted Gerasimov, with one stating no Russian battlefield mapper showed Russian forces had entered the nearby town of Borova. The same ISW assessment placed Russian forces' April 2026 net territorial balance at a loss of 116 square kilometers, the first net territorial loss since Ukraine's August 2024 Kursk incursion, with theater-wide Russian advances stalling to an average of 2.9 square kilometers per day through the first four months of 2026. Meanwhile, the front saw 234 combat clashes across all sectors on May 16, with Ukrainian forces conducting short-range strike campaigns against Russian positions in the Pokrovsk direction.

Analysis
Falsification has migrated from Russian public messaging into operational planning: Gerasimov's visit set Shevchenkove as objective while Russian forces lack consolidated positions in Kupyansk, 28 kilometers east, per a single ISW/Critical Threats assessment without corroborating field reporting. April's net territorial loss may instead reflect a deliberate pause ahead of a renewed summer push. Ukraine recapturing a named settlement of 1,000 or more pre-war residents by 2 July 2026 is unlikely. Ukrainian forces contest tactical initiative across multiple axes but lack the offensive mass to seize urban ground, leaving aid planners and ceasefire advisers with momentum that is incremental, not decisive.
