NATO Defense Ministers Discuss EU Military Support to Ukraine and European Defense Readiness

EU defense ministers met in Brussels on May 12 in Foreign Affairs Council configuration with three agenda items: EU military support to Ukraine, the Middle East situation's implications for European defense, and EU defense readiness and preparedness. Formal NATO adoption of a collective target above 2% by end 2026 is genuinely uncertain. No member has publicly committed to a higher floor in terms costly to reverse, and the negotiating positions of larger economies remain opaque; confidence is moderate. The posturing may instead be directed primarily at Washington, with actual increases ultimately constrained by fiscal rules and coalition dynamics in the largest EU economies.
