Ukraine Stalls EU-Required Reform of State Bureau of Investigation Risking European Funding

BLUFKyiv's stalled reform of State Bureau of Investigation leadership selection is very unlikely to yield a Rada first-reading vote by November 30, leaving the next director's appointment under rules favoring presidential control and risking EU funding conditionality.

Texty.org.ua reported that President Zelenskyy promised in January a reform bill for the State Bureau of Investigation (DBR) within a month, but no bill has reached parliament as of October 1. Texty and Euromaidan Press, which relays Texty, said the October adoption deadline is missed, and that Director Oleksii Sukhachov's term ends this year, so his successor will be chosen under current rules 12. Under those rules, a nine-member commission picks the director: three members named by the president, three by parliament and three by the government on partners' suggestion, so foreign experts lack a decisive vote 12. Texty reported that the version likely to pass would change selection only for the director chosen in 2032, while the EU wants the NABU model requiring independent foreign experts' votes, tied to Ukraine Facility funds 12.

Analysis
No bill has been registered, the October Ukraine Facility adoption benchmark has lapsed, and Director Sukhachov's successor will be chosen under rules that give the President's Office the deciding position on the commission. The Verkhovna Rada is very unlikely to pass in first reading a bill reforming State Bureau of Investigation director selection by November 30, 2026. Any government bill, expected in December, would apply only to the 2032 selection, meeting the EU condition on paper while leaving presidential influence intact. The delay may instead reflect wartime caution and the director's opposition to restructuring the bureau, and a late bill could still add foreign expert votes under EU pressure. Passage by November 30 would let Brussels treat the benchmark as on track and release funds, whereas a miss lets it consider withholding or delaying 2026 and 2027 tranches. Confidence is low because the account rests on one primary report from Texty.org.ua, which Euromaidan Press only relays, with no official confirmation of the bill's drafting status or the EU's response.
