Report: ICE Detention System Expanded 91% in 2025, Discretionary Releases Down 87%

ICE expanded its detention infrastructure by 104 additional facilities in 2025 alone, a 91% increase. Discretionary releases from detention fell 87%. For every one person released pending a hearing, 14.3 are now deported directly from custody, up from 1.6 in December 2024. The administration stripped millions of detainees of bond hearing rights.
