Russian Cosmos 2612 Satellite Maneuvers Within 5 km of ICEYE Radar Satellite Supporting Ukraine

BLUFRussia's shift from close passes to sustained co-orbital station-keeping creates a standing threat to commercial satellites supporting Ukraine, though actual interference with ICEYE-X36 is very unlikely by November 19, 2026.

Independent tracker Jonathan McDowell reported that Russia's Kosmos 2612 maneuvered on October 16 and is stationkeeping within 5 km of ICEYE-X36, a US-registered commercial radar satellite, citing new orbital data 12. LeoLabs told Axios the approach appeared deliberate and put the pair about three miles apart as of October 17; ICEYE declined to comment 13. SOFX, citing CSIS, reported that Kosmos 2612 began the sequence on September 30 and matched the satellite's orbital plane and altitude around October 12 3. A Ukrainian official told Axios the military works with ICEYE but could not confirm that X36 supports its operations 13. SOFX reported that no public evidence shows interference with the satellite 3.

Analysis
We have high confidence in this assessment because no public evidence shows interference, reporting is consistent, and Russia's close approaches since May have produced no observed effects. A US government or ICEYE official is very unlikely to state publicly by November 19, 2026 that Kosmos 2612 has interfered with, damaged or disabled ICEYE-X36. Axios is the only primary account, and the secondary outlets mostly rebroadcast it alongside tracker and CSIS data, so the breadth of coverage overstates independent confirmation. Even so, the activity has escalated from a 1.6-mile pass in May by one of four satellites to a single satellite holding station at about three miles. The plane change to match ICEYE-X36's orbit also burned scarce fuel. Moscow may be testing rendezvous and proximity techniques or collecting intelligence on a Western commercial satellite rather than preparing an attack. Commercial operators supporting Ukraine now face a standing co-orbital threat that no treaty limits. If interference were confirmed, US Space Force and ICEYE would have to treat these satellites as under active attack and move toward protective maneuvers or retaliation. Absent that, they are left with monitoring and diplomatic signaling.
