ITIF Report Finds China Surpasses US in Satellite Navigation Counterspace and Remote Sensing Capabilities While Narrowing Gap in Broader Space Economy

A June 8 Information Technology and Innovation Foundation report assessed six space industry subsectors, ranking China ahead of the United States in positioning, navigation, and timing; remote sensing and satellite imaging; and anti-satellite capabilities 123. The US retained leads in LEO broadband, anchored by Starlink and Amazon's Project Kuiper, and in reusable rockets; the two nations were rated equal in space station capability 1. China's BeiDou, with 50 satellites operating across multiple orbital regimes versus GPS's 37 MEO-only satellites, underpins the PNT ranking; government-operated Yaogan satellites and the commercial Jilin-1 constellation drive the remote sensing lead across visible, radar, and hyperspectral imaging bands 12. The ITIF assessment formalizes a capability shift U.S. planners have resisted in strategic documents: China leads or matches the United States in three of six subsectors most consequential to joint warfighting. BeiDou's multi-orbit architecture and inter-satellite links deliver PNT coverage outperforming GPS in accuracy and resilience where U.S. ground infrastructure is sparse or contested. Yaogan's retrograde orbit deployments reflect deliberate innovation in orbital mechanics, not simple constellation scaling.
