Russian Drone Strikes Kyiv Nuclear Research Institute Housing Research Reactor as Experts Warn Against Attacks on Nuclear Facilities
BLUFRepeated Russian strikes on nuclear-sector sites expose spent fuel stored in lightly protected buildings as the genuine radiological vulnerability, one the IAEA can condemn but not defend.
A Russian drone struck the grounds of Kyiv's Institute for Nuclear Research at 18:18 local time on September 30, according to Ukraine's State Nuclear Regulatory Inspectorate, as relayed by Ukrinform and The Insider 12. The inspectorate said a fire was extinguished, the VVR-M reactor and safety-critical systems were undamaged, and radiation stayed within the 0.16-0.20 μSv/h background range; the reactor has been shut down with its core unloaded since February 2022 1. The IAEA said it was informed the strike hit 100 metres from the facility housing the reactor and spent fuel, with no radioactive release, and Director General Grossi reiterated that nuclear facilities must never be attacked 3. Ukraine's Foreign Ministry called the strike part of systematic attacks on its nuclear sector, citing a September 28 drone strike on the National Academy of Sciences presidium building that killed two people, and asked the IAEA to condemn it and partners to expand sanctions on Rosatom 4.
Analysis
Two strikes on Ukrainian nuclear-sector sites in three days give Kyiv a pattern to press the IAEA and Rosatom sanctions advocates, and they fit the NYT-obtained Russian grid plan that names nuclear switchyards as a third-stage target. Radiological risk here was low because the reactor has been defueled since February 2022. The exposure is spent fuel in a conventional building without power-plant-style containment. The Ukrainian regulator supplies most incident detail, and only the IAEA independently confirms the strike location. The strike may instead be collateral from Kyiv's drone raid that also hit the Southern Bridge. The IAEA cannot enforce a no-attack principle and has only restated calls for restraint.
