ACLED Reports Russia 1392-Vessel Shadow Fleet Now Serves as Hybrid Warfare Tool for Cable Cuts and Drone Launches Over NATO

BLUFMoscow has converted its shadow fleet into a military instrument faster than European enforcement can adapt, and reflagging will likely close the legal window for interdictions before NATO scales a response.
