Pentagon Reveals FY26 Intelligence Budget With MIP at 30.9 Billion and NIP at 78.1 Billion

BLUFCongress cut both intelligence toplines well below requested levels, but the classified program-level detail needed to assess which capabilities lose funding remains entirely withheld.

The Department of War released the appropriated fiscal 2026 Military Intelligence Program topline of $30.9 billion on October 30, saying the figure is aligned to the National Defense Strategy and that all other MIP figures and program details remain classified 1. Inside Defense reported this is up from $27.8 billion in FY25 and near the $29.8 billion received in FY24 2. Breaking Defense put the increase at about $3 billion, $2.7 billion below the $33.6 billion requested 3. Breaking Defense also reported that the Office of the Director of National Intelligence disclosed a National Intelligence Program budget of $78.1 billion, nearly $5 billion above last year and short of its $81.9 billion request 3.

Analysis
Releasing one MIP number while withholding everything else leaves outsiders unable to test it against program priorities. Congress funded the MIP $2.7 billion and the NIP $3.8 billion below their requests, so both intelligence budgets absorbed cuts, and because the reductions fall on classified lines, contractors and oversight staff cannot see where the shortfall lands. The combined $109 billion also understates total US intelligence spending, since the MIP and NIP exclude intelligence work embedded in other department budgets. Confidence is moderate: an official Department of War release confirms the MIP topline, but trade press only repeats it, the NIP figure appears solely in Breaking Defense, and no program-level detail exists to check either. The release may also be a routine annual disclosure, with the shortfall reflecting ordinary appropriations bargaining rather than a shift in priorities.
