Georgia Detains Security Service Employee for Leaking Classified Information Days After Foreign Espionage Arrest

Georgia's State Security Service on April 25 detained a former SSG employee, now serving in the Ministry of Internal Affairs, for leaking classified SSG information, days after arresting 27-year-old Tamaz Goloev from Russian-controlled Akhalgori on charges of spying for a foreign intelligence service. Goloev allegedly sold information about Georgian military, police, and critical infrastructure locations to a foreign handler operating under a pseudonym. Two additional Georgian citizens abroad were charged with espionage in absentia and placed on Interpol's wanted list.

Analysis
The near-simultaneous detention of an insider and arrest of an external recruit from Russian-controlled Akhalgori indicates Georgian counterintelligence is running coordinated operations against what appears to be a single collection network rather than isolated incidents. Goloev's origin in Akhalgori, occupied South Ossetia, places his probable handler within Russian intelligence's South Caucasus apparatus, even absent formal attribution. The Ministry of Internal Affairs employee's residual access to classified SSG files after departing the service indicates a failure in post-employment access controls that may have sustained the network's collection well beyond the initial recruitment. Georgia is very unlikely to formally attribute either case to Russian intelligence by name within 60 days. Georgian Dream's anti-Western pivot and the established pattern of indictments naming "a foreign state" without specifying the service effectively foreclose formal attribution absent an extraordinary forcing event.
