NYT Obtains Purported Russian Defense Ministry Plan to Cripple Ukraine Power Grid and Cut Electricity to Three Major Cities by 90 Percent

The New York Times reported on October 2 that it obtained a Russian-language document, dated August, outlining a winter campaign of up to 1,000 missiles, drones and guided bombs against Ukrainian substations, hydroelectric and thermal plants, and boiler houses 12. Energy Minister Denys Shmyhal presented it to European partners in Paris as an intercepted Russian plan, two people familiar told the Times 12. The document sets three stages: western-border import substations, hydroelectric plants, then switchyards linking Ukraine's three operating nuclear plants to the grid, with a stated aim of removing nearly 15 gigawatts of capacity 34.
