Ukraine Sentences European Ex-Instructor to 8.5 Years for FSB Espionage and Terror Plot

Slidstvo.info, reporting from the April 30 sentencing hearing, named the convict as Ross David Cutmore, a British citizen; the SBU's public statements identify him only as a citizen of an unspecified European country. The SBU reports he arrived in Ukraine in early 2024 to train mobilized recruits before an FSB officer recruited him through pro-Kremlin online forums. He then passed his handler coordinates of Armed Forces training centers in southern Ukraine, unit location data, and personal data of foreign instructors. His FSB handler subsequently sent him IED assembly instructions and directed him to a cache from which he retrieved a pistol and two loaded magazines; SBU counterintelligence detained him on October 27, 2025, before the planned attacks were carried out.

Analysis
The FSB's recruitment of Cutmore through pro-Kremlin forums, while he was already embedded in Ukraine's mobilization training network, demonstrates a scalable model exploiting ideological sorting before an officer makes contact. Per single-source Ukrainian court reporting, he delivered training center coordinates, unit positions, and foreign instructor identities before interdiction on October 27. His dual tasking as source and prospective saboteur against the same infrastructure he reported on signals the operational template. Cutmore may have retrieved the cache weapon under handler pressure rather than as evidence of a mature FSB kinetic cell. At least one additional forum-recruited European national will likely face prosecution in EU or allied courts within six months.
