Italy Parliament Cyberattack Targets Email Accounts Including One Assigned to PM Meloni

BLUFItalian authorities are very unlikely to publicly attribute the Chamber of Deputies email intrusion by November 28, leaving the breach's origin, scope, and operational intent unresolved amid a widening cyber campaign against Italian institutions.

A source in the Chamber of Deputies told Reuters on Tuesday that Prime Minister Giorgia Meloni's parliamentary email was among those targeted in a recent cyberattack on the lower house's IT systems, without saying whether it was accessed 1. ANSA and Il Sole 24 ORE report three accounts were affected, including those of Andrea Delmastro and Paolo Formentini; ANSA says the hackers got into the mailboxes, while Il Sole 24 ORE says they were targeted 23. Meloni's office said the account is not the one she uses for government communications 123. Chamber sources said all protective measures were active, including under a protocol with the National Cybersecurity Agency, and ANSA reports the Rome prosecutor's office will open an unauthorized-access case once the Postal Police report arrives, with no attribution yet 23.

Analysis
Moderate confidence rests on consistent reporting that no attribution exists, but the Postal Police inquiry has only begun and Rome prosecutors have not yet opened a case. Italian authorities are very unlikely to publicly attribute the Chamber of Deputies email intrusion to a named state actor or hacking group by November 28. A pro-Russian group has claimed the Foreign Ministry DDoS, yet that is a different technique and does not establish who accessed the mailboxes, even as investigators test whether one source links the Chamber intrusion to attacks on other institutions. Whether the accounts were actually accessed remains open: ANSA reports access, while Reuters and Il Sole 24 ORE report only targeting, and the Reuters account rests on a single anonymous Chamber source. The Chamber's description of a routine daily event may be accurate, in which case the targeting was opportunistic credential harvesting that never reaches formal attribution. Attribution would push Rome toward diplomatic or sanctions responses and make the dossier a Copasir priority, while its absence leaves the matter with prosecutors and the National Cybersecurity Agency as a criminal and technical case.
