House Foreign Affairs Committee Advances Arms Export Reforms Including Taiwan PORCUPINE Act

BLUFCommittee passage notwithstanding, Senate floor action on the PORCUPINE package is unlikely before end of November 2026, leaving Taiwan procurement planners without a usable 15-day notification regime to build against.

The House Foreign Affairs Committee on May 13 cleared the Senate-passed PORCUPINE Act and two other arms export bills, with Chairman Brian Mast announcing June 8 for floor votes. The PORCUPINE Act, substituted for the Taiwan PLUS Act in a 31-14 vote, passed 45-0; it amends the Arms Export Control Act to list Taiwan among the United States' closest allies and shortens congressional notification periods to 15 days. A fourth bill authorizing FMF use in direct commercial sales failed 23-23 after Republicans Scott Perry and Tim Burchett sided with Democrats. Ranking Member Gregory Meeks, per Breaking Defense, attributed Democratic opposition to corruption risks from the Trump family's investment in defense startup Powerus.

Analysis
The unanimous committee vote masks fault lines that will recur in Senate deliberations. Meeks voted yes while warning the statutory language crosses a one-China line the Taiwan PLUS Act deliberately avoided, and Perry echoed the concern from the Republican side. Trump's concurrent Beijing meetings give the administration incentive to pace floor action, and the FMF/DCS failure removes the procurement-speed tool most relevant to Taiwan and Ukraine. With companion legislation absent for two of the three bills, it is unlikely the package reaches a Senate floor vote by end of November 2026; prior Senate passage may signal must-pass alignment, but Taiwan defense planners have no basis yet to adapt procurement operations to the 15-day notification window.
