Macron Issues Warning to Belarus in Rare Phone Call With Lukashenko
BLUFDespite France's outreach, Lukashenko is unlikely to publicly meet a senior EU official before September 1, 2026, as Minsk's sanitized readout and deepening Russian military ties signal no break from Moscow.
Macron called Lukashenko on May 24 in the first recorded direct contact between the two since February 2022, a call France initiated, Belarusian state media BelTA and a French presidential source both confirmed 123. A source close to the French presidential administration told AFP that Macron stressed the risks of Belarus being drawn further into Russia's war and urged Lukashenko to take steps to improve relations with Europe 1234. Belarusian state media's readout described the conversation as covering regional issues and EU bilateral relations, with no mention of any warning 4. Russia had used the Oreshnik, a nuclear-capable ballistic missile system it has stationed in Belarus, against Kyiv on May 23 and conducted joint nuclear drills with Belarus on May 18 124.
AnalysisMinsk's sanitized readout, omitting any warning and framing the exchange as routine, signals Lukashenko has no intention of visibly breaking from Russian alignment. France's call did not interrupt deepening Belarusian-Russian military integration. Lukashenko is
unlikely to meet a senior EU official before September 1, 2026. Analytic confidence is low: the assessment rests on BelTA as the sole primary source and an anonymously sourced French account with no access to Lukashenko's internal deliberations. The call may instead reflect a bid to signal Moscow that Minsk retains independent European access, leverage to slow pressure for direct Belarusian military entry. If no meeting materializes, NATO eastern flank planning proceeds on an assumption of unbroken integration with no viable diplomatic channel to Minsk.
