Kremlin Rejects Zelenskyy Easter Ceasefire Proposal, Demands Full Capitulation
Moscow dismissed Zelenskyy's offer for an Easter ceasefire or limited halt to energy infrastructure strikes in Ukraine. Kremlin spokesman Peskov said Russia does not see a clearly articulated initiative and rejects all temporary ceasefires, demanding instead what amounts to Ukrainian capitulation and regime change. ISW assessed the rejection as consistent with Moscow's pattern of refusing proposals short of maximalist war aims.
Analysis
Moscow's rejection follows the same pattern as every prior ceasefire proposal since 2022: demand maximalist preconditions, then dismiss the offer as unserious. The operational subtext is that Russia benefits from global attention being consumed by the Iran war, reducing Western bandwidth and political will for Ukraine support. ISW's assessment that this is consistent with capitulation demands reinforces that no diplomatic progress is expected absent a battlefield shift.
