Two Chinese Nationals Sentenced for Recruiting US Military Members to Spy for MSS
The U.S. Department of Justice said Liren "Ryan" Lai, 40, and Yuance Chen, 39, were each sentenced Friday to 30 months in prison and three years of supervised release for acting as agents of China's Ministry of State Security (MSS) since at least May 2021
The sentences close a case, not a threat. The MSS tasking of Lai and Chen shows Beijing working through émigré networks to build target lists on Navy recruits and civilian staff. Chen's photographs of recruits, many reportedly listing hometowns in China, point to a focus on service members with family ties there, a pressure point counterintelligence and recruiting commands must now screen for. Two dead-drop payments and Chen's 2024 and 2025 China trips show tradecraft that ran for years before the June 2025 arrests. The record does not show whether any recruitment succeeded, so Navy damage is unknown, and unnamed co-conspirators leave the wider network unresolved. This may instead have been an opportunistic, low-yield effort by two freelance facilitators, not a systematic campaign. Confidence is high: a DOJ primary release anchors the record and three outlets track it closely, though they are not independent of it and payment dates differ slightly.
