FY27 request doubles Space Force topline to $71B; NRO-partnered moving-target indicator and classified programs surge

The President's FY27 budget request would raise Space Force spending to $71.24B, up roughly 80% over the FY26 enacted $31.86B, with $59B through the discretionary base and $12B through reconciliation. The Space-Based Moving Target Indicator line grows to just over $1B, most of which flows through reconciliation and joint work with the National Reconnaissance Office whose program details remain classified. Space Force baseline and reconciliation funding for classified programs jumps nearly threefold to $17.3B in FY27 from $6.5B in FY26. Missile warning and tracking programs, including Next-Gen OPIR, MWT-MEO and SDA's Tracking Layer, draw $6.4B in RDT&E for the Golden Dome architecture. CSO Saltzman framed the uplift as long-overdue recapitalization rather than a surge.

Analysis
The near-threefold classified baseline-plus-reconciliation jump almost certainly reflects NRO-partnered moving-target indicator and space domain awareness programs shifted into accelerated acquisition for the Golden Dome battle-management layer, with roughly half of FY27 growth routed through reconciliation rather than the base, creating amplified reauthorization risk in any post-2026 political realignment. The $6.4B missile-warning and tracking RDT&E line is sufficient to run MWT-MEO and SDA's Tracking Layer concurrently, but the acquisition organization to manage three concurrent constellations does not exist and is unlikely to stand up within 12-18 months. Should reconciliation funding slip in conference, the classified program boost likely compresses into a smaller number of flagship NRO-partnered programs rather than sustaining the broader portfolio the public request implies.
