China Liaoning Carrier Circles Philippines With 288 Missile Cells While US Runs Keen Sword Exercise

BLUFBeijing's Liaoning group is unlikely to re-enter the Pacific through Japanese-monitored straits or push into the Keen Sword exercise area by November 3, content instead to demonstrate reach south of the first island chain while avoiding escalation.

Japan's Ministry of Defense reported the Liaoning carrier group entered the Pacific through the Miyako Strait on October 14 1, and Seoul Economic Daily, relaying the South China Morning Post, reported it later swung around the western and southern Philippines 23. Philippine channel BNC, as cited by the South China Morning Post, said the group reached about 46 km east-southeast of Balut Island before turning northeast on Friday 23. USNI News observed the group, with cruisers Anshan and Wuxi and destroyer Huainan, transiting the Basilan Strait 4. China Central Television said the training is routine and not aimed at any country 2. USNI News reported the USS Theodore Roosevelt strike group is in the Philippine Sea for Keen Sword 27, running through October 29 with about 45,000 Japanese and 11,000 US personnel 4. No source has confirmed contact between the two carrier groups 12.

Analysis
We have high confidence the Liaoning group is staying south of the exercise area, because all four outlets track the same route and USNI's position fix, the only independent primary source, shows no contact with the Roosevelt group. The Chinese-side detail and the Balut Island position trace largely to one South China Morning Post and BNC chain, so that portion carries less weight than the number of outlets suggests. The group has looped around the southern Philippines instead of staying east of the first island chain near Japan, which signals presence beyond that chain while the George Washington is away and risks little escalation. It is unlikely that the Liaoning group re-enters the Pacific past Japanese-monitored straits or operates inside the Keen Sword area near Japan by November 3. The route may simply be a routine training loop under the annual schedule, as CCTV says, with the Keen Sword overlap coincidental. If the group turns toward the Sakishima Islands or Ishigaki, Japanese and US commanders would need to raise surveillance and rules-of-engagement readiness. Otherwise they can hold current shadowing levels.
