Iran arrests over 3,600 in wartime espionage crackdown targeting alleged foreign agent networks

Iranian authorities arrested more than 3,646 individuals since late February in a sweeping crackdown framed as wartime counterespionage, according to the Norway-based Iran Human Rights organization. Those detained include activists, journalists, and citizens accused of sharing information with foreign media, transmitting coordinates of sensitive sites, or communicating with foreign intelligence services. Authorities also targeted individuals using banned Starlink satellite internet devices. Among those arrested are more than 100 civil society activists, including prominent rights lawyer Nasrin Sotoudeh, detained April 2.

Analysis
The arrest aggregate, 3,646 individuals per a single Defense Post report citing Norway-based Iran Human Rights, with IHR's provincial methodology unverified by a second monitoring organization, runs two orders of magnitude above the 35-member network framing in earlier reporting, collapsing the targeted counterespionage narrative into mass detention. The detention of Nasrin Sotoudeh confirms the sweep's reach into legal advocacy, not just intelligence channels. The reported figures may aggregate routine criminal detentions with genuine security cases, serving both IHR's advocacy count and Iran's deterrence messaging. Because no plausible mechanism exists for a coordinated pause across the IRGC-IO, MOIS, and judiciary driving the campaign, Iran very likely announces additional mass arrests or espionage charges within 90 days.
