Seven Tankers Shipping Russian Diesel to US Identified and Located

BLUFAt least one tanker will likely discharge Russian diesel at a US port by late November, but the unresolved clash between executive licensing and congressional import bans will shape whether routine delivery becomes a sustained trade channel.

Greenpeace Ukraine announced on October 29 that it identified seven tankers carrying an estimated 288,000 metric tons of Russian diesel toward the US: the Taurus, Pvt Azura, Agioi Fanendes, Talisman, Leruo, Iblea and Primorye. It also launched a live tracker of their positions 12. The Kyiv Independent reported that Ukraine's sanctions portal lists the Talisman, Leruo and Primorye as sanctioned shadow fleet vessels, and that arrival is expected in early November at unknown ports 2. Greenpeace tied the cargoes to the October 9 Trump-Putin diesel deal and to US Treasury General License No. 135, valid until April 7, 2027 1. The Guardian reported it is uncertain whether the ships can unload amid a dispute over legality 3. Senator Richard Blumenthal warned the shipper on October 28 that the imports violate US law, and New Jersey Governor Mikie Sherrill said on October 29 she is considering blocking the ships from state ports 2.

Analysis
The legal fight, not the voyage, is the binding constraint: Senator Blumenthal cites the 2022 import ban against General License No. 135, and Governor Sherrill is weighing state port action. At least one of the seven tankers will likely discharge its Russian diesel at a US port between October 31 and November 20, 2026. Confidence is low because destination ports are unknown, sanctioned vessels routinely change declared routes, and no berth or customs filing is confirmed. Three hulls on Ukraine's sanctions list raise port-entry costs for terminal operators, insurers and banks, so the unlisted vessels may unload first. Every outlet traces the vessel list and tonnage to Greenpeace Ukraine, so their agreement reflects one advocacy source, not independent verification. The fleet has grown from three named tankers to seven, and a public tracker now shows their positions. Greenpeace may instead be publicizing the voyages to pressure ports and lawmakers, in which case the campaign itself could divert the cargoes. A discharge exposes US port authorities, banks and insurers and pushes Congress toward investigations. A turned-away ship shows the license is unusable, and importers can hold off further commitments.
