ICE Detention Population Hits Record 73,000 as Surveillance Network Expands

ICE's detained population reached an all-time high of 73,000, with the agency using 104 more facilities than at the start of 2025, a 91% increase. ICE deployed the ELITE app using AI and drawing from DHS systems plus new data sources including Medicaid home addresses. The detention surge has triggered skyrocketing lawsuits and congressional scrutiny over conditions and due process.
