Haiti Gang Suppression Force deployment begins April as OHCHR documents 5,519 deaths in 10-month window

Troops for the UN-backed Gang Suppression Force, mandated to reach 5,000 personnel, are beginning to arrive in April to support Haitian security forces against expanded gang control. The UN Support Office in Haiti, under Daniela Kroslak, provides logistics. A March 23 OHCHR report covering March 2025 to January 2026 documents at least 5,519 killed and 2,608 injured, with at least 3,301 deaths during security operations against gangs. The humanitarian figure of 6.4 million needing assistance and 1.45 million internally displaced remains the benchmark the GSF must operate within.

Analysis
The GSF deploys into an operating environment more hostile than the one that defeated the Kenya-led MSS mission: gang territorial control more consolidated, and OHCHR documenting that at least 3,301 of 5,519 recorded deaths across a ten-month window occurred during security operations rather than gang killings, which forecloses any enforcement-heavy posture without triggering accountability exposure. Across converging reporting, the assessment is very likely within 90 days that initial troop numbers land well below the 5,000-personnel authorization, with deployments concentrated on the Port-au-Prince perimeter rather than gang strongholds, because contributing states' political tolerance for casualties is low and logistics under UNOSH will constrain expansion pace. A competing reading, that the GSF achieves rapid tactical freedom of movement downtown, restoring Primature access and reviving major-port commercial traffic within two months, would require force cohesion and sustained political backing that the MSS never commanded and that current contributor commitments do not indicate.
