CSIS Report and AFRICOM Testimony Warn Terrorism Threat Rising in Africa as US Reduces Military Footprint 75 Percent

BLUFAFRICOM's self-described intelligence black hole in Africa will widen faster than any future surge can close it, leaving ISIS and al-Qaeda affiliates room to consolidate territorial gains with minimal external constraint.

CSIS's "Global Terrorism Threat Assessment 2026," released May 22, identifies African terrorism as "the greatest uncertainty," with al-Qaeda and ISIS affiliates described as "unquestionably ascendant" in force, financing, and territorial reach 12. ACLED data show nearly 80 percent of all ISIS activity in the first 11 months of 2025 occurred in Africa, a 50 percent year-over-year increase 23. AFRICOM commander Gen. Dagvin Anderson testified before Congress in May that a 75 percent reduction in regional posture has created an "intelligence black hole," with the command operating on "minimum necessary resources" that compromise crisis response 2456. Anderson also reported joint US-Nigerian airstrikes killed 175 ISIS fighters, including Abu Bilal al Minuki, whom he characterized as "the most active and impactful terrorist in the world" 6.

Analysis
The intelligence gap is structural: partner relationships eroded over a decade cannot be reconstituted on crisis timelines, and no kinetic surge recovers the trust deficit Anderson identified before Congress. IS central's deployment of trainers to ISWAP for UAS operations and advanced explosives assembly marks a capability transfer African partner forces have not demonstrated capacity to counter independently. Al-Shabaab's Houthi nexus extends the consequence set beyond the continent to the Red Sea corridor. The al Minuki strike demonstrates bilateral partner effects remain achievable at reduced footprint, a targeted exception rather than evidence of broad Sahel collection coverage. The "intelligence black hole" framing, anchored in two institutional primaries with limited independent corroboration, may reflect budget advocacy as much as genuine operational degradation.
