Ukraine Strikes Sanctioned Shadow Fleet Tanker FINA A in Black Sea Continuing Kinetic Sanctions Campaign

BLUFUkraine is very likely to strike at least one more sanctioned shadow fleet vessel within 60 days, though low confidence reflects reliance on a single self-reporting source and unconfirmed battle damage.

Ukrainian Defence Forces struck the sanctioned shadow fleet tanker FINA A in the Black Sea on June 16 and into June 17, the General Staff confirmed, with damage assessment pending 123. The 244.6-meter vessel, gross tonnage 62,002, carries sanctions from the EU, Switzerland, the United Kingdom, Canada, and Ukraine for transporting Russian oil in circumvention of international restrictions 134. The same operation struck two road bridges in occupied Kherson Oblast, one across the North Crimean Canal near Stavky and one near Voinka, and hit a command-and-observation post and command post near Velyka Novosilka in Donetsk Oblast 235. Drone control points across Zaporizhzhia, Donetsk, Kherson, and Dnipropetrovsk oblasts and Russia's Kursk Oblast were also reported struck 34.

Analysis
The FINA A strike extends an operational pattern built on naval drone sorties against Novorossiysk tankers in early May, tripled Black Sea war-risk insurance premiums since late 2025, and Kyiv's explicit commitment to kinetic sanctions as a revenue-interdiction tool. Ukraine is very likely to strike at least one additional sanctioned shadow fleet vessel within 60 days of June 16-17. Confidence is low, constrained by a General Staff Facebook communique as the lone original source and an unresolved battle damage assessment on the FINA A. Russia may offset the campaign's pace by consolidating shadow fleet routing under air defense corridors or toward the Bosphorus, compressing Kyiv's available targeting windows. If the campaign sustains, P&I insurers and commodity traders must price in elevated Black Sea disruption through at least mid-August.
