Mali Insurgent Offensive Exposes Security Failures, Forces Africa Corps Withdrawal From Kidal

JNIM and FLA attacks on April 25-26 forced Russia's Africa Corps fighters to negotiate an escorted withdrawal from Kidal city through Algerian mediation. The Kidal withdrawal marks a qualitative shift in Russia's Mali posture. Africa Corps has moved from active security partner to negotiated evacuee, requiring Algerian mediation to exit a city it ostensibly garrisoned. The drop from 537 engagement incidents in 2024 to 24 per month by early 2026 indicates the force has ceased offensive operations and is rationalizing its footprint toward fewer defensible positions. We assess it is genuinely uncertain whether Africa Corps will vacate at least one additional northern position within the next 90 days: JNIM and FLA demonstrated coordinated offensive capability against a hardened garrison, but Russia retains incentive to hold remaining positions for both symbolic and contractual reasons. The junta simultaneously banned all political parties and extended Goita's tenure to 2030 without elections, removing any domestic legitimacy mechanism competitive politics could have provided and concentrating accountability for security failures on a structure with no legitimate exit.
