US Congressional Official Calls Chinese Coast Guard Patrols East of Taiwan Highly Destabilizing
BLUFBeijing's regular coast guard patrols east of Taiwan will very likely continue through November 20, steadily normalizing a Chinese law-enforcement presence that narrows Taipei's operational freedom in a future crisis.
Randall Schriver, chair of the US-China Economic and Security Review Commission, said at a Taipei forum on Tuesday that China Coast Guard patrols east of Taiwan are "highly destabilising" and extend Beijing's legal, political and information warfare, Reuters reported 1234. Reuters said China has run regular coast guard patrols off Taiwan's east coast since June, and Taiwanese officials believe Beijing is practising for a possible maritime blockade 1. National Security Council Secretary-General Joseph Wu said at the same event that China has no legal claim to those waters 13. The Devdiscourse version of the Reuters story says China's foreign ministry reiterated that the waters are Chinese and patrols there are "legitimate, lawful and beyond reproach" 4, while the other versions say the ministry had not responded 123. Schriver also said a new $14 billion US arms package for Taiwan will probably not move until next year 13.
AnalysisBeijing has run regular coast guard patrols east of Taiwan since June, and its foreign ministry calls activity in those waters lawful, so it shows no sign of pausing. The China Coast Guard will
very likely conduct at least one publicly reported patrol in waters east of Taiwan between October 21 and November 20, 2026. Confidence is moderate: reporting on the patrol pattern is consistent, but all of it derives from one Reuters wire story that gives no patrol schedule, and the other outlets are syndications of that copy. Taipei and Washington now describe the patrols as a step toward normalizing a Chinese law enforcement role, which pushes both toward a formal response. Schriver's warning may instead be aimed mainly at Washington, to pressure the administration over the stalled $14 billion arms package, and may not reflect any change in Chinese behavior. If patrols continue, Taiwanese defense and coast guard planners and US congressional committees will keep treating the east coast as a contested law enforcement zone and push for arms and surveillance funding. If they stop, that pressure eases. The package could stay frozen into next year while Trump and Xi hold further meetings.
