Zelenskyy Signs Minority Education Law Amendments Sought by Hungary to Unblock EU Accession Clusters
President Volodymyr Zelenskyy signed Bill No. 16119 on October 12, hours after the Verkhovna Rada passed it with 266 votes, Interfax-Ukraine reported
Hungary's stated precondition for opening clusters 2 and 3 is now met in law, and Budapest's foreign minister has publicly welcomed the vote. Implementation is the next test: the Education Ministry says up to 141 municipal schools in four regions face closure-approval rules, and Prime Minister Magyar expects the rights to be guaranteed in practice, so Budapest keeps leverage over the remaining clusters. Poturaiev's view that the law mostly formalizes existing provisions suggests Kyiv sees little practical cost, though that rests on one lawmaker. Hungary's welcome may also be tactical, with new demands on school status and language certification possible once the clusters open. Confidence is high: three primary outlets and the Rada record agree on the vote, signature, and Irish presidency confirmation, though two secondary outlets largely echo the Rada press service.
