Former Deputy DNI Amaryllis Fox Kennedy Accuses CIA of Systemic Financial Mismanagement

BLUFKennedy's concurrent access across OMB, ODNI, and PIAB gave her unique cross-agency visibility, making her allegations harder for congressional overseers to dismiss than typical whistleblower accounts.

Amaryllis Fox Kennedy told the Wall Street Journal on June 4 that she resigned last month from her post as OMB associate director over 18 intelligence agencies because she refused to keep approving unsupervised movement of money and gold 123. Kennedy, who also held concurrent posts as deputy director of national intelligence and a member of the President's Intelligence Advisory Board, alleged those agencies were "stonewalling elected leaders" and using "covert resources to affect political outcomes" 13. She cited the FBI's arrest of CIA officer David Rush, in whose Virginia home agents found more than 300 gold bars worth at least $40 million, described in a court affidavit as for "work-related expenses" 12. The CIA called her allegations "totally false," stating it fully informs oversight committees on resources and expenditures 12.

Analysis
The CIA's denial is self-limiting: its spokesperson acknowledged Ratcliffe's internal review found "decadeslong fraud and misconduct" across government bodies, narrowing the ground on which the agency can rebut Kennedy's specific claims. The Rush case, FBI-developed and independent of Kennedy's account, documents IC funds held in unorthodox physical form the agency cannot dismiss with a statement. Her concurrent OMB, DDNI, and PIAB roles gave her cross-agency financial visibility that will make congressional dismissal difficult. The same financial signatures could reflect legitimately compartmented operations Kennedy lacked clearance to contextualize. Her retained PIAB seat signals the administration has not moved to suppress.
