South Korea Targets Wartime Operational Control Transfer From US as Early as 2028
BLUFSeoul's 2028 OPCON target is unlikely to be met given back-to-back FOC and FMC verifications leave no schedule margin, and US authorities already signal early 2029 as the realistic floor.
South Korea's Defense Ministry said May 21 that the final full mission capability verification phase should take roughly one year after the current full operational capability assessment closes by year-end, meaning the earliest possible OPCON transfer date is 2027 12. Seoul is targeting 2028 for the transfer, according to Stars and Stripes and Seoul Economic Daily, while USFK Commander Gen. Xavier Brunson told Congress last month the US is pursuing the handoff no later than the second quarter of fiscal year 2029 234. Defense Secretary Hegseth and South Korean Defense Minister Ahn Gyu-back met at the Pentagon on May 12 during the Korea-US Integrated Defense Dialogue to discuss OPCON and alliance modernization 34. A roadmap to accelerate the transition is expected before this year's Security Consultative Meeting, Seoul's Defense Ministry said 12.
AnalysisThe back-to-back FOC-to-FMC verification sequence, FOC closing by year-end and FMC projected at roughly one year, leaves almost no scheduling margin for a 2028 handoff, making the transfer by that date
unlikely. Gen. Brunson's April congressional testimony corroborates Seoul's own ministry statements in placing the ceiling at Q2 FY2029, reflecting US military judgment that 2028 is optimistic rather than achievable. The political pressure compressing Seoul's timeline is President Lee's 2030 term-end deadline, not conditions readiness. The Hegseth-Ahn pre-SCM roadmap may instead convert Washington's conditions-based posture into a political commitment, which would require USPACOM to accelerate Future Combined Forces Command integration and nuclear deterrence handoffs.
