Taiwan Receives First Two New-Build F-16C Block 70 Fighters From 8 Billion Dollar US Program After Years of Delays
BLUFWeapons shortfalls and unfinished electronic warfare suites will constrain the operational value of Taiwan's new F-16 Block 70 fleet well into 2027, regardless of delivery pace.
Two new-build F-16C Block 70 fighters, serials 6727 and 6728, landed at Chihhang Air Base in Taitung around noon on Friday, October 2, the first of 66 aircraft in an approximately $8 billion program the US approved in 2019 123. Focus Taiwan (CNA) reported deliveries were expected to begin in 2023, and The War Zone said Defense Minister Wellington Koo had repeatedly projected arrival by the end of September 12. The jets left South Carolina on August 17 and stayed in Hawaii for more than a month before departing October 1 via Guam 2. Focus Taiwan said they remained in Hawaii without explanation, while The War Zone said the reasons were speculative and the Defense Ministry cited late development and production of the AN/ALQ-254(V)1 electronic warfare suite 12. Koo said more aircraft will arrive this year without giving a number, and the air force said 63 remain in US production 23.
AnalysisTaiwan will
likely receive at least two more new-build Block 70 jets, confirmed by the defense ministry or air force, by December 31, 2026. Koo gave no number, and the 63 aircraft still in US production sit at undisclosed stages of testing and acceptance. The long Hawaii stop shows each handover also depends on tanker support and completed AN/ALQ-254(V)1 electronic warfare suites. We have high confidence in this assessment because the ministry, the air force and major outlets agree on the delivery sequence and the cited production constraint, though little reporting independently explains the Hawaii delay. That delay may instead reflect political timing around the late September Trump-Xi meeting, in which case later deliveries could follow a diplomatic rather than production schedule. If two more arrive by year-end, conversion training and unit stand-up stay on schedule. If none do, planners should treat the bottlenecks as structural and revise readiness plans, since weapons shortfalls, especially the AGM-154C, already limit early jets into 2027 or 2028.
