Four GOP Senators Demand Pentagon Inspector General Investigate Ukraine Starlink Intelligence Sharing Outage

BLUFBipartisan Senate pressure raises political stakes for the Pentagon, but the Inspector General is unlikely to publicly confirm an investigation into Starlink disruptions by mid-December.

Ten senators, led by Jeanne Shaheen (D-NH) and Thom Tillis (R-NC), sent a letter to Pentagon Inspector General Platte Moring III asking him to investigate disruptions to Starlink, Starshield and U.S. intelligence-sharing in Ukraine, according to a Senate Foreign Relations Committee Democrats release 1. Four Republicans signed, per The Hill 2. The letter cites reported SpaceX speed restrictions on Starlink terminals from October 12 to 14 and says U.S. diplomatic, military and security personnel could not reach bunkers during Russian air raids 1. It asks whether Defense officials approved or knew of the changes, and requests written confirmation by November 1 1. TASS reported Zelensky's adviser Sergey Beskrestnov said SpaceX capped terminal speed at 160 kilometers per hour, and RBC-Ukraine, citing sources, said Starshield had fully resumed operations in Ukraine by October 15 3.

Analysis
The Pentagon Inspector General is unlikely to publicly confirm an evaluation or investigation into the Starlink and Starshield disruptions by December 15, 2026. The letter binds no one, and IG offices typically acknowledge requests privately and decline to announce reviews before scoping them. The November 1 deadline for written confirmation falls to the senators to disclose, not the IG. Confidence is high because a primary-source letter confirms the request and deadline, though no reporting shows an IG response or internal Defense deliberation. Sourcing is broad but shallow, since The Hill, Mezha and TASS repeat the Senate Democrats' release. The IG may instead open and announce a review quickly, because bipartisan, safety-framed requests are harder to defer. Without an announcement, Tillis and Shaheen would have to pursue hearings or funding conditions, while an announcement would push Space Force contracting officers and SpaceX toward records preservation.
