Zelensky Says Trilateral Peace Talks With Russia and U.S. to Begin in Abu Dhabi in November

BLUFIt is unlikely that trilateral talks convene in Abu Dhabi by mid-November, as Moscow has issued no confirmation and Washington has yet to back diplomatic assurances with tangible deliveries.

Zelensky told the Hudson Institute by video link on Friday that Ukrainian, Russian and US negotiators agreed to meet at a technical level in Abu Dhabi in the first half of November, and that he hopes a leaders' meeting follows, per Reuters 12. He spoke with US envoys Jared Kushner and Steve Witkoff after their meeting with Putin earlier this week 1. Zelensky said the timing depends largely on Russia, noting that a similar meeting expected this month did not occur 1. He said any settlement requires strong security guarantees and 10 years of funding for the Ukrainian army 1. He also said Starlink and Starshield speed limits remain in place, contradicting President Trump's statement of full restoration, and that an agreed air defense interceptor shipment has not arrived 1.

Analysis
Confidence is low because the scheduling rests on a single Ukrainian account, and coverage traces to one Reuters report carried by three outlets plus a separate Kyiv Independent piece, so the sourcing is narrower than the outlet count suggests. Ukrainian, Russian and US negotiators are unlikely to hold a trilateral technical-level meeting in Abu Dhabi between October 24 and November 15. Kushner and Witkoff's session with Putin produced announced intent but no Kremlin-confirmed date or delegation, and an October meeting already failed to materialize. Washington has also not backed its assurances with deliveries, since Starlink throttling persists and the interceptor shipment is undelivered, which weakens Kyiv's leverage going into any round. Washington's September push for an Abu Dhabi format has advanced to a November window, but Russia has not confirmed attendance. Zelensky is pressing Moscow and Washington publicly, and the meeting could still occur if the Kremlin judges attendance costs little while easing US pressure. If it happens, European capitals must secure a seat and settle guarantee and army-funding terms quickly. If it slips, partners should plan around continued Russian strikes and press Washington on interceptors.
