US Imposes Sanctions on Russian Companies and Individuals Tied to Iran Weapons Procurement

BLUFWashington's coordinated sanctions target Russia-Iran aviation and maritime links but arrive too late to block Yak-130 deliveries, mainly constraining future spare parts and follow-on support.

The Treasury Department's Office of Foreign Assets Control announced on September 29 that it sanctioned seven individuals and entities under E.O. 13382 for an IRGC weapons procurement network, citing Iran's attacks on commercial vessels in the Strait of Hormuz 1. Treasury named Iranian Nika Jet director Behrouz Namazi, Moscow-based aviation firm Avratek and its employees Mariya Selina and Vadim Druzhbin, Nigeria-based Vanguard Tactical Supply, and Milan-based Dounia Ettaib 12. The State Department separately designated Russia's Yakovlev and MG-FLOT and Iran's Saha Airlines under E.O. 13949, saying Russia has delivered nearly all of 24 contracted Yak-130 aircraft to Iran 3. Reuters, via U.S. News, and Yahoo reported ten Treasury designations tied to Iran's Defense Ministry procurement, with targets in China, Hong Kong, Pakistan, Saudi Arabia and Turkey 45.

Analysis
Washington is targeting the Russia-Iran military supply chain at its aviation and maritime nodes, raising Moscow's costs without reversing deliveries already made. Because nearly all Yak-130s have arrived, the Yakovlev and MG-FLOT designations mostly constrain spare parts, follow-on support and shipping. Further Treasury or State designations of Russian or Iranian facilitators are likely within the next 90 days, since the two agencies acted jointly and framed this as a continuation of the May and June rounds. Treasury and State releases anchor the account, though secondary outlets disagree on the designation count. This is the first round to put Russian aircraft and shipping firms under Iran-related arms authorities. The round may instead be chiefly signaling to Tehran and Moscow, since both Russian firms already sat under Russia-related sanctions.
