Arms Control Association: U.S. Hypersonic Nuclear Weapon Is Already On Its Way

The FY2027 budget requests approximately $280 million in joint Navy-Air Force science and technology funding for nuclear hypersonic reentry systems, according to Arms Control Association analysis of NNSA and defense budget documents. The funding advances the Next Generation Reentry Vehicle program linked to the WXX warhead and associated with the Sentinel ICBM, with warhead fuze prototype testing planned for FY2028 on Multi-Service Advanced Capability Hypersonic Test Bed vehicles. NNSA completed a two-year NGRV technical study in FY2023 and initiated a separate concept assessment on non-ballistic reentry vehicles in FY2025, while the Rapid and Advanced Capabilities office is requesting flight test funding. Secretary of Defense Hegseth confirmed in April that planning includes a future sea-launched nuclear system with greater survivability, maneuverability, and hypersonic capability.

Analysis
The FY2027 NNSA budget submission, corroborated by two independent U.S. government documents, confirms an active acquisition pathway for a nuclear-armed hypersonic weapon, not merely exploratory research. Nuclear arming a maneuvering reentry vehicle compresses adversary early-warning timelines and erodes the conventional/nuclear signaling boundary that crisis-stability doctrine depends on. U.S. entry into a domain China and Russia have already contested formalizes a three-way competition no existing arms control architecture can regulate, and diplomatic conditions for any multilateral hypersonic-nuclear verification regime are absent today. The budget line may instead fund warhead adaptation for an existing conventional test vehicle, a considerably narrower strategic signal.
