Kremlin says France-Poland advanced deterrence talks confirm European militarization, signals nuclear-forces buildup in response

Kremlin spokesman Dmitry Peskov on April 21 said France-Poland talks on extending French strategic deterrence to Polish territory, including potential joint nuclear exercises and stockpile build-up, demonstrate European aspirations for further militarization and nuclearization that do not contribute to stability or predictability. The advanced deterrence framework, agreed by President Macron and Polish Prime Minister Tusk in Gdansk April 20, also includes Germany, Greece, the Netherlands, Belgium, Denmark, and Sweden in information exchange and joint drills, Politico reported. A Russian deputy foreign minister told reporters Russia will continue developing its nuclear forces in response to the NATO, UK, and French buildup. Russia's UN ambassador called the steps consistent with provocative military-nuclear activity contradicting NPT obligations.

Analysis
The Gdansk framework is the most operationally specific extension of French strategic deterrence to a non-Article-V partner since Kohl-Mitterrand, and the seven-nation information-exchange and joint-exercise architecture signals Paris building European nuclear deterrence parallel to, and independent of, US extended deterrence under NATO. Russia's declared intent to develop nuclear forces in response, per state-aligned Russian media, very likely translates into accelerated Borei-A SLBM and Yars ICBM production timelines visible to Western collection within 12-18 months. Whether Polish public opinion will accept French nuclear-armed aircraft on Polish soil remains far less tractable than information exchange or exercises, and that gap could hollow the framework's operational core before it consolidates.
