DHS FY27 Budget Proposes Consolidating Intelligence and Analysis Office into Secretary's Headquarters Unit

The DHS FY2027 budget-in-brief released April 3 proposes consolidating the Office of Intelligence and Analysis with the Office of the Secretary, Management Directorate, and Office of Situational Awareness into a single unit. Administration documents project $53 million in savings. An administration official confirmed April 10 that I&A will maintain IC membership and ODNI oversight despite the internal reorganization. The office has shrunk from roughly 1,000 to approximately 500 employees following earlier workforce reduction attempts that drew opposition from law enforcement organizations and Jewish community groups reliant on I&A's domestic threat intelligence dissemination to state and local partners.

Analysis
Folding I&A into the Secretary's office reduces the organizational independence that Congress intended when creating the office after 9/11 to provide unbiased domestic threat intelligence. The administration's assurance that ODNI oversight will continue is procedurally significant but does not address whether I&A's analytical independence will survive absorption into a politically accountable headquarters structure. Prior HPSCI Intelligence Authorization Act provisions specifically prohibit I&A from collecting intelligence on Americans, a protection that becomes harder to enforce inside a consolidated office.
