Doha Framework advances: DRC and AFC/M23 announce humanitarian access, prisoner-release protocol within 10 days

The DRC government and the Alliance Fleuve Congo/March 23 Movement concluded the third round of Doha Framework talks in Montreux 13-17 April with substantial progress on a humanitarian access and judicial-protection protocol, a US State Department joint statement with Qatar, Switzerland, Togo, the AU and the UN announced. The parties committed to rapid aid deliveries, civilian protection measures and release of prisoners within 10 days, with MONUSCO support for initial verification missions within a week. The framework is part of implementation of the November 2025 Doha agreement that set eight protocols toward a comprehensive eastern-Congo peace.

Analysis
The Montreux round is the first protocol-level concrete deliverable under the Doha Framework since November 2025, making the 10-day prisoner-release and humanitarian-access commitments the test case for whether AFC/M23 and Kinshasa can operationalise agreed text, per a US State Department joint statement corroborated by Qatar Tribune and the Critical Threats Project. Compliance is roughly even-chance: M23 has historically conditioned verification access on rear-area security, and MONUSCO's support for initial verification missions within a week could trigger exactly those objections. If releases proceed and MONUSCO teams gain access on schedule, Protocol 2 on territorial disengagement advances meaningfully through May; if either slips, Washington and Doha very likely face pressure to re-tier the framework with stronger enforcement language. The Qatar-US-Togo-AU mediator composition is itself strategically consequential: no prior African Great Lakes peace track has combined those actors.
