Trump Says What Russia Is Doing to Ukraine Is Fine, Calls for Nuclear Disarmament Focus

BLUFWashington's public exoneration of Russian conduct strips Kyiv of its primary diplomatic lever and leaves European capitals as the last meaningful check on further concessions to Moscow.

Trump told reporters on October 19 that Russia "has been fine on Ukraine" and that he would join a trilateral meeting with Putin and Xi mainly to discuss nuclear disarmament, not Ukraine 12. He also said Zelensky should consider getting "somebody else to negotiate" for Ukraine 2. The Wall Street Journal reported Putin proposed the meeting, which would exclude Zelensky, while the Kremlin told CNN no concrete proposals had been discussed and Foreign Minister Sybiha criticized the idea 23. Zelensky said a Russian strike in Kharkiv region killed six people that day, including children 4. CNN reported Ukraine continues striking Russian oil facilities despite Trump's demand to stop, and Rubio denied Kyiv's claim that missile warnings were withheld 3.

Analysis
Washington has stopped treating Russian conduct in Ukraine as a negotiating liability, and Kyiv now faces a US president who publicly questions its leadership while easing sanctions on Moscow. A trilateral in-person meeting among Trump, Putin and Xi is very unlikely to take place by December 31, 2026. Confidence is moderate: four outlets consistently report the idea as hypothetical, with Trump uncommitted and the Kremlin denying any concrete proposal, though none is a primary source and three draw on the same press gaggle, so they are not fully independent. Trump's remarks may instead be rhetorical pressure on Zelensky ahead of the midterms and a bid to lower fuel prices, not a real shift toward a Putin-Xi format. Kyiv is positioned to press Congress and European capitals to hold sanctions while continuing oil-sector strikes Washington wants halted. If the meeting does happen, Kyiv and Europe must push for inclusion. Otherwise they can focus on sanctions enforcement. A Witkoff and Kushner meeting with Zelensky in Norway and any further US sanctions waivers are the indicators to watch.
