Turkey Warns Black Sea Must Not Become New Front as Maritime Attacks Threaten Shipping

BLUFRussia and Ukraine are very unlikely to both accept Turkey's proposed halt to Black Sea shipping attacks by November 15, as each side views port strikes as winter leverage it will not voluntarily surrender.

Turkish Foreign Minister Hakan Fidan said in Ankara on Thursday that Russia and Ukraine are intensifying attacks to gain military superiority before winter, which he said is seriously affecting navigational safety in the Black Sea, per Reuters 12. Fidan said Turkish-flagged, Turkish-owned and Turkish-crewed ships have been affected, and warned that disrupted grain shipments could cause food supply problems 3. Reuters reported that Ukraine has stepped up strikes on ships and infrastructure supporting Russian oil and grain exports since July, when Russia intensified missile and drone strikes on Odesa, Chornomorsk and Pivdennyi 2. Ankara says it is still awaiting Moscow's and Kyiv's responses to its proposal to halt attacks and secure grain transport 23.

Analysis
Russia and Ukraine are very unlikely to both publicly accept Turkey's proposal to halt attacks on Black Sea shipping by November 15, 2026. We hold moderate confidence, because the evidence is a single Turkish ministerial statement carried by one Reuters dispatch, the other outlets merely republish it, and Ankara reports no reply from either capital. Each side treats strikes on the other's ports and shipping as leverage before winter, so neither gains from a halt that constrains only itself. Since September, Ankara has moved from submitting proposals to a public warning, and Turkish-linked vessels are now being hit, which raises Ankara's cost and may push it toward direct diplomacy. The warning may instead be pressure on both capitals while quiet talks on a limited arrangement continue. Shippers, insurers and grain buyers should plan for higher war-risk costs and disrupted cargoes through winter.
