Taiwan Legislature Passes 780 Billion NTD Special Defense Budget

Taiwan's Legislative Yuan passed a special arms procurement act on Friday, capping defense spending at NT$780 billion (US$24.8 billion) through 2033, with the vote 59-0 and 48 abstentions. The opposition KMT and TPP used their combined majority to pass the bill, which fell short of the NT$1.25 trillion the DPP government had requested. The act allocates NT$300 billion for a December 17, 2025 U.S. arms package covering HIMARS, M109A7 howitzers, and Javelin missiles, and NT$480 billion for a future package. Focus Taiwan cited foreign media reporting that the second package, expected to include PAC-3 MSE interceptors and NASAMS at roughly US$14 billion, has not been announced to avoid complicating President Trump's planned trip to China.

LOA-gated disbursements and annual legislative review convert NT$780 billion into a recurring chokepoint over Taiwan's procurement sequencing through 2033, a structural constraint prior analysis did not anticipate. Excluding direct commercial sales and local defense industry funding tilts the mix toward U.S. FMS over distributed production capacity. The bill's named systems, HIMARS, M109A7s, PAC-3 MSE, NASAMS, corroborated across CNA and Taipei Times, are conventional area-defense platforms with no anti-ship missiles or mines. Taiwan is unlikely to allocate more than half the authorization to asymmetric systems by end of calendar year 2026. The KMT-TPP's LOA conditionality may primarily serve to constrain President Lai's executive discretion rather than reflect a coherent military-strategic preference.
